Utility Billing, a division of the Community Service Department, is responsible for collecting water, sewer, trash, recycling, and drainage service and penalty fees. All residents are required to utilize City-provided trash and recycling services. If your residence does not have poly carts, they can be ordered at the same time your water and sewer services through the Utility Collections Division. Additional poly carts must be ordered through CWD.


Poly carts stay with a home when and if a resident moves to a new address. Residents who remove poly carts when they move will be billed the replacement value of these items.
Residents can request utility service by contacting Utility Billing or a service form (.pdf format) can be downloaded, completed and mailed or faxed (214-509-4567) to the department.
Residents also have the option of paying their utility bills via bank draft
service. A Bank Draft Authorization Form
(.pdf format) can be downloaded, completed and mailed, faxed (214-509-4567),
or brought to the Utility Billing Department. You will need to include a copy
of a voided check.
The City uses social security numbers, drivers licenses and credit reporting agencies to verify customer identities when accounts are opened. The City does report customer debt to the major credit reporting agencies if accounts are closed and final balances due are not paid in full. This can impact an individual credit rating for up to seven years.
