Graveside services for former Allen Mayor Frank Ervin Dugger, 83, will be 11 a.m. Thursday at the Van Alstyne Cemetery in Van Alstyne, Texas. Dugger served as the Mayor of Allen from April 8, 1968 to April 20, 1978.
Dugger’s tenure as mayor was marked by the expansion of Central Expressway through the city limits along with the development of Allen’s first City Hall and Fire Station. Duggar’s leadership led to the appointment of the City’s first full-time paid Fire Chief In 1975. A dedicated building was provided for library operations as well. Dugger is credited with successfully transitioning the City of Allen from its rural roots into the start of urbanization.
Dugger was named Allen Citizen of the Year in 1977. He was also elected into the Allen High School Athletic Hall of Honor in 2013. One of his guiding principals in life was taking care of family and community.
