General City Government Election Information
The City of Allen operates under a council-manager form of government. The Mayor and six Councilmembers are elected at-large. In 2001, Allen residents approved an amendment to the Allen City Charter that allowed for three-year staggered terms for the council. Terms for the City Council expire as follows:

• Place No. 1, 3, 5 - May 2009
• Place No. 4, 6 - May 2007
• Mayor and Place No. 2 - May 2008

Council Qualifications
According to the City of Allen Charter Article II, Section 2.02, a Council candidate must:
- be a qualified voter of the City of Allen;
- be a resident of the City of Allen for at least one year immediately preceding their election; and
- hold no other elected office or appointed public office or position of emolument, except as authorized by state law.

Voter Qualifications
To be considered a qualified voter in a City election, a person must:

• be 18 years of age or older on the day of the election; be a United States citizen;
• not have been determined mentally incompetent by a final judgment of a court;
• not have been finally convicted of a felony or, if so convicted, must have:
  been fully discharged of his sentence, including any term of incarceration, parole, or supervision, or completed a period of probation ordered by any court; or been pardoned or otherwise released from the resulting disability to vote;
• be a resident of the City on the day of the election; and
• be a registered voter on the day of the election.
