Street Maintenance Operations

The City of Allen’s street maintenance operations works hard to preserve andmaintain the community's investment in municipal roads, alleys and sidewalks. There is a total of 12 full time staff assigned to maintaining over 300 lane miles of roadway in the City of Allen.

Street Maintenance

The streets division actively conducts routine, preventive maintenance on the city’s roadways. Preventive maintenance extends the life of the road to keep it looking and riding, as much as possible, in like-new condition. The work performed under the preventive maintenance program includes crack sealing and pavement lifting. The purpose is to stop water from entering the roadway, which causes early break up of the road surface. The useful life of roads can be extended it small breaks are fixed before more severe damage occurs. This is the reason why maintenance work is sometimes done on streets that appear to be in good condition.

Street Assessments

The streets division conducts annual street and alley condition assessments and uses this assessment to formulate the pavement maintenance program. This multi-level rating system, inspects and rates the roadways for ride quality, drainage, and surface and base conditions.

Crack Sealing

Crack SealingCrack sealing is scheduled when cracks in the roadways expand and become more visible. Filling or sealing pavement cracks to prevent water from entering the base and sub base will extend the pavement life by three to five years. Filling cracks and joints with asphalt materials is a cost effective way to extend the useable life of a road.

 

 

 

Foam InjectionPavement Lifting

Another method of maintaining the roadways, sidewalks and alleys is to repair pavement that has settled. The City of Allen uses a foam injection to control pavement settlement that occurs under and around roadways, alleys and sidewalks. Pavement lifting is a non-disruptive, cost-effective, long-lasting solution for correcting settlement on panels connecting sections of concrete or panel misalignment.

 

 

24 Hour Streets Emergency

Emergency services are provided to remove hazards to public roadways and alleys that would hinder traffic. Hazardous conditions are radio dispatched for immediate repair or barricading. Conditions that are not an immediate hazard are scheduled along with other repair work. In an emergency, please call our 24-hour Emergency Services staff at 214.509.4530

Storm Damage Responses

Storm DamageAt times of high winds, heavy rains or freezing temperatures, the City’s streets and drainage crews are ready to respond. The City’s priority is to clear all roadways to allow for safe travel, which includes the removal of debris from all streets, alleys, and public property within the City.

Property owners are responsible for the removal of tree limbs or debris from their property. Depending on the severity of the storm, it may require assistance from the City to dispose of tree limbs or debris. This may include curb side pick up of storm damage debris. The City’s response may vary depending on the impact of the storm. Details will be posted on the website when necessary.

Sidewalk Replacement Program

Sidewalk RepairMaintenance of sidewalks is the responsibility of the property owner. The City of Allen currently has a program to share in the cost of repairs. This includes a 50% cost share of the total cost to repair your sidewalk. The City completes the repair work either through in-house expertise or through a contractor. Before any work begins, the property owner must pay their total share of costs. Work will be scheduled and performed as expeditiously and conveniently as possible after payment in full has been received by the City. All work is coordinated and inspected by the City.

 

Criteria for sidewalk replacement include:

  • Sidewalk is located within the City of Allen Street Right-Of-Way.
  • Sidewalk sections to be replaced shall be a minimum of eight (8) linear feet in length
  • Sidewalk has surface spalling with a depth of one quarter (1/4) inch or greater, and covers 50% or more of the area in question, or
  • Sidewalk sections are up heaved or depressed causing an abrupt change in grade of forty percent (40%) or more [two inches(2”) vertical in ten inches (10”) horizontal] or creates an unsafe condition as determined by the Director of Community Services or his designee, or
  • Sidewalk sections are broken with pieces missing
