TAPS BusIn 2009, the City of Allen was awarded a federal grant for Job Access and Reverse Commute (JARC) riders. In November 2013, the Allen City Council contracted with Texoma Area Paratransit Service (TAPS) to provide a fixed-route system that would connect to the Parker Road DART station in Plano. The federal grant awarded to Allen is a commitment to provide funding for three consecutive years which requires local matching funds. Funding in Allen has been designated to provide this service until October 2016.

TAPS recently established itself in Collin County taking over much of the county's paratransit service, formerly provided through Collin County Area Rapid Transit (CCART). TAPS also provides public bus service for the City of McKinney under their JARC grant funding.

The City of Allen is excited to participate in public transportation for the betterment of the region and will continue to evaluate ridership and benefits during this initial three-year period. The TAPS Allen/JARC bus routes are designed to enable workers to commute opposite of the peak flow of traffic during the morning and evening hours. For instance, while most commuters are heading South into Dallas each morning, the Allen/JARC route brings workers North from Dallas to Allen. Therefore, the bus routes through Allen have been planned with multiple stops at major employment centers on both the east and west sides of US75. Connections at transfer points at the North and South hubs provide convenient express service to connect riders to and from the Parker Road DART station in Plano.
