Duties
In May 1996, the citizens of Allen approved a city-wide half-cent sales tax in support of a community development corporation. Allen Community Development Corporation (ACDC) administers the proceeds from the tax for land, buildings, equipment, and improvements that are suitable for professional and amateur athletics, entertainment and tourism, parks, trails and public spaces, transportation, and other projects that promote new or expanded business enterprises. Expenditures are subject to the provisions of the Development Corporation Act of 1979.

Eligible Uses of Funding
Projects funded by 4B Sales Tax Revenue may include land acquisition, building and construction, equipment, facilities, targeted infrastructure and improvement for:
- Public parks, professional and amateur sports and athletic facilities, tourism and entertainment facilities, and convention facilities;
- Parking and transportation facilities; and
- Related street, water and sewer facilities.

Recent Projects Funded
Project Selection Process
Projects are presented for funding consideration at an annual meeting in March. The meeting provides an opportunity for residents and staff to recommend projects for funding consideration. Staff recommendations are based on needs identified through master planning and resident feedback surveys.
The board reviews submissions and selects projects in April for recommendation to Council as part of the annual budget process. Final funding approval occurs when Council adopts the budget in September of each year.
