Service Rates & Penalty Fees

The City of Allen has established rates for utilities based on the cost of providing services. Water rates include costs from our wholesale water supplier North Texas Municipal Water District to maintain, supply and develop infrastructure to secure water resources for future needs. Current water and sewer rates listed below as of November 1, 2017.

Increase in 2018 Water and Wastewater Rates 

The City of Allen and NTMWD perform cost projections and rate studies to determine how much money they will spend to deliver safe, reliable drinking water to each of their customers. In 2017, NTMWD informed member cities that a rate increase of about 10% per year for the next five years was needed to develop new water supply sources, replace aging infrastructure, and enhance new technologies to further safeguard public health.

In 2018, NTMWD announced that budgeting changes would result in a lower wholesale water rate increase to member cities than initially announced. Those savings will be passed on to Allen utility customers by lowering the expected 10% annual water rate increase to 7%. This increase in combined water and wastewater charges will be approximately $7.70 per month for a residential customer using an average of 10,000 gallons of water per month. Residents will see the new rate reflected in their November 2018 utility bills.

Utility Billing

  • $50 deposit to initiate new service
  • $50 additional deposit to reconnect service, if service is cut off for non-payment more than once

Minimum bill increases based on meter size.
Up to 1,500 gallons -5/8” standard meter $11.32 per month (minimum bill)
Up to 1,500 gallons - 3/4” meter $18.88 per month (minimum bill)
Up to 1,500 gallons - 1” meter $30.20 per month (minimum bill)

Residential Volumetric Rates -  Utility Billing uses a tiered water conservation rate structure.
1,501 to 15,000 gallons $3.74 per 1,000 gallons
15,001 to 25,000 gallons $4.68 per 1,000 gallons
25,001 to 50,000 gallons $5.85 per 1,000 gallons
50,001 to 75,000 gallons $8.79 per 1,000 gallons
More than 75,000 gallons $13.18 per 1,000 gallons
