COVID-19 Utility Assistance Program

If you lost income due to COVID-19, you may qualify for assistance to help catch up on missed payments and late fees on your City of Allen utility account.

Minimum Qualifications*

This program is available to City of Allen residential utility customers who are delinquent on their bill and meet the United States Department of Housing and Urban Development (HUD) Community Development Block Grant-COVID (CDBG-CV) requirements for as long as funding is available.

In order to qualify, you must:

  1. Must be an Allen resident
  2. Must be a U.S. Citizen or legal permanent resident
  3. Must have experiences a documented loss in household income due to the COVID-19 pandemic. (A COVID-related loss is defined as an income loss that occurred after March 1, 2020.)
  4. Must have a current household income at or below the following limits:
