Chris Schulmeister elected as Mayor Pro Tem
Chris Schulmeister was elected as Mayor Pro Tem unanimously by Allen City Council on June 14. Schulmeister was elected in May for his second City Council term in Place No. 4. In this role, Mayor Pro Tem Schulmeister assumes mayoral duties in the event of the mayor’s absence. Read more about Mayor Pro Tem Schulmeister
Council votes to continue curfew for juveniles ages 10 through 16
City Council held a public hearing and vote to continue the existing juvenile curfew in Allen for kids ages 10 through 16. The curfew was originally established in 2007 and must be reviewed every three years, in accordance with state law. The ordinance was last renewed on June 25, 2019.
Per the ordinance, juveniles cannot be in a public place or on the premises of any establishment from 11 p.m. to 6 a.m. Sunday through Thursday or from midnight to 6 a.m. Friday and Saturday. The curfew doesn’t apply if juveniles are with a parent or guardian, on an errand for their parent or guardian, at a church/school event or work-related activity, or dealing with an emergency.
Juveniles who stay out too late can face fines of up to $500. Their parents can be fined if they knowingly permit—or, by insufficient control, allow—children to break curfew. Owners, operators and employees who allow juveniles to hang out in their establishments past curfew may also be subject to the fine.
Allen adopts latest International Building Codes
Every three years, the International Code Council (ICC) publishes a new set of building codes which provide the minimum standards for safe construction. City of Allen currently operates under the 2018 version of these Codes. This week City Council approved an amendment to move Allen from the 2018 version to the 2021 version of these codes, which are the most current codes available.
Adopting these building codes serves to keep the City current with ICC guidelines. The City also will use regional amendments proposed by North 27 Central Texas Council of Governments.
Honoring Military Service
Mayor Fulk presented a Blue Star Flag to the Carnley family, whose daughter Grace is currently serving in the United States Marine Corps. The Blue Star Flag program recognizes families who have loved ones serving in the military.

Going Above and Beyond for Allen
The winners of the City of Allen’s 2021 Excellence in P.R.I.D.E. Awards were also honored during the meeting. Award-winners are those who embody the five core values of the organization (People First, Respect, Integrity, Deliver and Excel) and have gone above and beyond in their commitment to service over the past year.
