City of Allen utility customers who opt in to the City’s Average Utility Billing program (also known as Budget Billing) will see changes to the way their settle up amount is applied beginning September 1, 2022.
What is the average utility billing/budget billing?
Average utility billing allows customers to pay the same amount for their water each month over an 11-month period. Previously, customers would “settle up” their accounts in the 12th month. Customers who used more water than the averaged amount would receive a one-time charge for that use. Customers who used less water would receive a one-time credit. Future bills would be adjusted to a new average water use charge.
What is changing on September 1, 2022?
Charges and credits will be distributed evenly over your next 12 monthly bills rather than settled up in a single month. Your new bill average will also go up or down, depending on how much water you used in the previous year. If you cancel utility service within the budget billing year, your final bill will contain the balance of your settle up charge/credit.

If you used $120 MORE water than budgeted:
