Intersection improvements to be co-funded by HEB
At the October 11 meeting, City Councilmembers approved a partnership agreement with grocery store chain HEB to expand the intersection of Exchange Parkway and Greenville Avenue.
Anticipating traffic growth in the area due to the new store and future area growth, the City of Allen proposed a cost-sharing partnership with HEB to build additional turn lanes at the Greenville Avenue and Exchange Parkway intersection.
Planned intersection improvements include:
- An additional southbound left-turn lane on Greenville Avenue at Exchange Parkway (required by ordinance)
- An additional northbound left-turn lane for Greenville Avenue at Exchange Parkway
- An additional southbound right-turn lane for Greenville Avenue at Exchange Parkway
This intersection work is anticipated to be completed prior to the opening of the HEB store late summer 2023.

New contract awarded for street and sidewalk repair
City Council has awarded a new one-year contract for street and sidewalk repair to KT Contracting Concrete Series, LLC.
This contract allows for continued work on City sidewalk replacements under the residential cost-shared sidewalk program, on-call concrete street repair, concrete placement for the drainage fund, parks trail maintenance and emergency stand-by.
A contingency amount is included in the contract amount so that in case of a disaster the City of Allen can rely on current negotiated rates. The following amounts are based on a typical year:
- $200,000 - Parks and Recreation - Trail Maintenance (Community Development Corporation funds)
- $1,125,000 - Community Services - General Fund, Streets and Sidewalks Maintenance
- Cost-shared residential sidewalk program and other contracted sidewalk repairs - $450,000
- Non-Capital Improvement Program Funded Emergency Concrete Street Repairs - $675,000
- $100,000 - Community Services Drainage Fund - Infrastructure Maintenance
- $275,000 – Contingency
This one-year contract has an estimated total amount of up to $1,700,000 with the option for two one-year renewals. This cost will be funded by the appropriate City fund on a project-by-project basis.
New emergency generators to be installed at Allen Fire Stations
Allen Fire Stations 3 and 4 will receive new emergency generators, thanks to a new contract awarded by City Council.
To continue operating in some emergency situations, fire stations are equipped with emergency generators. While all Allen Fire Stations have emergency generators, the generators at Stations 3 and 4 are beyond the end of their service life and will now be replaced.
The total cost of this project is $248,708 and will be funded by the City’s annual Facilities Maintenance budget.

After presenting these recognitions, October 2022 was proclaimed “Diwali Month” in Allen.
Diwali is an annual “festival of lights” that is meant to uplift the community with knowledge, love, joy, food, donation, friendship and service.
Mayor Pro Tem Schulmeister presented this proclamation to members of the Radha Krishna Temple.
